My design philosophy of such a supply:
At these powers I would suggest a combined psu of 3,3 volts for the diode and a second voltage for the tecs.
The shg-tec should have an H-bridge for heatig/cooling. The tec should be pwm driven for best efficiency.
The pid temp controllers for the tecs should be implemented in a pic with autotune functionality.
A feed forward of the modulation input to the tecs would be ideal to achieve proper modulation response.
A balanced input matched to the ilda output spec.
