If you look at the datasheet:
CONNECTING LASORB TO THE LASER DIODE
LASORB is connected directly to the terminals of a laser diode. [...] LASORB should be connected as closely as possible to the laser diode – certainly no greater than one centimeter away, thus preventing stray inductance in between the laser diode and the ESD protection means.

When the lasorb was in development, pangolin discovered that a laser diode could be destroyed by esd even though it was shorted with a loop of few inches braided copper. The risetime of esd is so high that any inductance results in a high impedance.
It is best of LASORB (or any other ESD protection means) is placed as closely as possible to the laser diode, so it can project the laser diode no matter where ESD comes from.
However, if it is only possible for ESD or other power surges to approach the laser diode from the power lines or somewhere other than the diode itself, then you can place LASORB on the driver circuit board, located remotely from the laser diode.
We have one customer who has placed LASORB around six inches from the laser diode and he hasn't had any diode failures since he started using LASORB. But in this product, there is no way for ESD or another surge source to directly approach the laser diode.
