A post count doesn’t tell much.

Also I think its better for new users to get their information from a place where many do care about safety than some lame “look at me, I can pop balloons with my handheld laser” forum. There are many places to get information and the diodes are now sold everywhere.

Jon's take on things seems to be the best way to me.

If someone posts silly things, couldn't the elders just send a tap on
the sholder via PM?

If I got locked out of learning responsibly due to having a low post count,
my user name might change from kitatitto kitatit.

Maybe PMs and emails could take a greater role for a while.

This way resposible people can still communicate and anyone not upholding the interests of the PL community and the publics safety could be "lent on" as required.

I think its a good idea to block anyone before 100 post. That way new members have no access
