    @ OSLS....

    That "empty box" scenario had never happened to me..... Yet...
    Nor has it even crossed my mind.. (a wake up call for me)
    I can see and understand that it may perhaps be a different
    PayPal Refund Issue since there is (supposedly) nothing to
    return...

    From all the sales we make on eBay... we are willing to take
    a small loss on scammers and complainers... Yes we had a few...
    it comes with the territory..

    But they are immediately placed on our Blocked Bidders List and
    are never again allowed to purchase from us..

    As Laserman said... accept the losses and just don't deal with
    him again...

    trust me I got scammed out of a very expensive piece of radio equipment this way...

    From my experiences selling on Ebay and with Paypal, the buyer is in the driver's seat. If they acknowledge receipt, they don't necessarily have to return the item to be refunded.

    I had a buyer insist that an item was "not as described". It was exactly as described, yet he claimed it was not but would not return the item. Instead wanting a partial refund. I refused the partial refund and let him escalate the case with Paypal to a claim.

    I explained the case to Paypal and he was refunded the money and got to keep the item. I received an email from Paypal telling me they refunded the money and I immediately called them.

    I was told that instead of refunding money from my account, they refunded the money and nothing from me was sent. I was shocked to find out they do this on a regular basis to make these small claims (under $100) go away and keep both the buyer and seller happy.

    All it takes is an unscrupulous douche to figure this out and they are off and running making claims on everyone for everything and they get free merchandise and waste the sellers time.
