I am not allowed to appeal there decision
When God said “Let there be light” he surely must have meant perfectly coherent light.

I think Chris has a point right, i mean, money send as a gift to help people in need can't be held that long, can it ? Isn't there a reasonability clause which we could point out ?
Hopefully your father can help us out ?

    just read this.
I will ask him tomorrow morning and see what I can do

Is the money being kept frozen at paypall?
if not then One quick Idea from myself:
    Switch to google checkout =3

A lawsuit against paypall is not adviced off course, I will really ask my dad tomorrow morning.
and see if he has advice for this.
My dad has never lost a case
well he lost once, but that was because that person did something himself that he was told not to do.
off course he never can tell me the details of a case as that is against the law, and also no names and I understand.

Concern about Luxembourg's banking secrecy laws, and its reputation as a tax haven, led in April 2009 to it being added to a "grey list" of nations with questionable banking arrangements by the G20

Can't we just have a donation collection for admin, no tickets, no lottery.

Then entirely seperately and without any payment admin could pick someone to win the blue laser as a free draw and based on whatever criteria he likes eg could be donors between certain dates but not necessarily limited to the current collection.

This is what can be done:
Indeed make a donation system with paypal.
the person who manages the donations can see who donated and what amount.
He can then just assign a number or numbers if more donated or anything between those lines.

On donating there is no restriction and no need to purchase.
See it as a bypass for not having to give out products or a virtual product.

damm i just typed a message but PL failed posting iton this mobile.

I will shorten it up to save my fingers.

I will talk with my dad about it in just a moment.

These are my idea's on the situation though:

If these conditions have clearly been stated in the agreement when you send money or when you make an account, then theres hardly anything to do about it.

Also has a member ( not all but just one) send a message like this?:

    Dear paypall,

Recently I've done a payment that didn't work out very well.
The recievers account has been locked for 180 days and it was according to paypall because apparently lottery's are not allowed.

I can understand that but I myself can't even return this money back to my account.
I have been informed very badly about these conditions.
The money is needed urgents so I demand a solution or return of my money in a quicker time then the 180 days.

What is funny is how Paypal-Ebay group is handling this case, with fierce anger, compare with the soft glove used with some of their beloved former top seller like myron global.
A seller who reached 19948 feedback (many of them negative) before beeing took off business by police! (I've been a victim of this seller as well)
