No this is not correct.
MPE got nothing to do with pupil diameter, its measured in joules/cm2
(t) should be you variable, as this is the one you measure (or pick)
in your example:
1,8*10^-3*(0,25)^0,75) = 636uJ/cm2
You should also add pulse repeats to calculate the real MPE

its the pulse time, the maximum pulse time to be considered is 0,25s

The pulse time is measured with a fast silicon photodetector, so we can calculate the MPE. with this formula the pulse time must be within 18µs to 10s
then when we have the MPE, we can check if the irradiance of your laser exceeds this MPE
