To note, large companies will rent out projectors, but only if the renter has a variance for similar-powered lasers, among some other requirements like deposit.
Otherwise, they typically require that you hire one of their staff to run the show with you, more or less.

I hear that the laser cann't be used scanning to crowd in USA, and have to set at least 3 meters' high?

It's interesting you say "FDA approved", just like the labels on some laser heads I've seen around lately. FDA approved is misleading.
I've seen numerous examples of these types of devices that didn't have proper paperwork from the CDRH, which is a division of the FDA.
