Look just like a regular moving head profile to me, with a gobo in the beam. Lots of people do them, those would probably have been a Robe, Martin, Clay Paky or Varilite variant.

How big a venue do you want to do this in??
I've got some nice little LED powered moving head profiles that are quite cheap to hire
Controlling them usually involves a decent DMX desk though. These usually aren't cheap... Though I've seen good software for laptops if you've got a USB to DMX dongle...
If in doubt... Give it a clout?

You could recreate the effect with pretty much any half decent fixture from 250W upwards. Rotating gobos, zoom, focus, they've all got 'em. I do have a soft spot for the Clay Paky optics though.

I prefer the vl 3.5k's myself, but everybody loves their cyberlights.

In a smaller space, you can use smaller lights.
Mac 250 Entours or anything in that sort of range would do it.
Even my cheaper LED waggly profiles will do a nice approximation in a festival club tent with a bit of haze...

That effect is fairly easy to recreate. If you just want it to be a static effect you don't even need movers. but a rental package isn't too bad.
Now, if you want to go whole-hog and own all of that stuff. well, that's a horse of a different color.
