Nice project! How will you collimate and combine the diodes? Sounds like your FAA procedures are well thought out. Don't forget you must also apply for and obtain a FDA-CDRH variance, certify projector compliance (interlocks, labels, keyswitch, emission indicator, etc.), file a projector model report and file show reports (FDA-CDRH and FAA). Keep on posting...
Thanks for the note! The FDA-CDRH is for laser shows, displays and demonstration lasers. As this is a scientific laser application (not a projector, not a display, not a moving beam, not going to music, etc, etc), it prohibits me from being able to complete any sort of CDRH process. If I could I would. However, the interlocks, emission indicators, etc will be met as specified by ansi Z136.

This is an interesting set up. If looking at low altitude Rayleigh scattering, there is a lot of history of this when early astronomical adaptive optics programs were evaluating this vs Na fluorescence in the upper atmosphere. Blue lasers scatter well and much lower power lasers are required, but the parallax of the closer "star" was a problem and so was largely abandoned. The high divergence of your beam may complicate your results. If you don't want to go down the road of gated detectors etc. you might consider a single 9mm diode that you would drive to 2-2.5W, clean up through a fiber and pass through a 8-10 inch fixed and locked amateur catadioptic telescope. The divergence would be VERY low and the optics generated scatter would also be very low.
