i had very nice lumia effects by dropping small blobbies of slightly cured cheap epoxy onto a a wheel.

Takes some practice to pick when to peel. Some Epoxies may bond to mylar. Your Milage may vary. Drafting mylar is hard to get in the computer age, try a better art store.
Epoxy did not bond to the glassy frosted surface, and it did not quite frost, but instead was quite clear.
Once you get it right, OK to layer a AR coated glass disk onto the Goo.
Found by accident when I used drafting mylar as a insulator on a beam chopper drive motor.
