Sure-do.. The - whole idea - behind Interlocks / keyswitches / beam-shutters - and E-Stops - is positive, cognisant-Operator control *at All-times*... And the 'quick-access' an E-Stop affords - right at the Op's controls / reach (otherwise, what's the point, really?) may, indeed, make 'the difference', between someone getting hurt / an injury-suit, etc, etc.. Or not..
.Ya, the 'Regs' may sometimes seem 'restriktiv'but.. Some 'restrictions' are just a good-idea.. (ie: seat belts, etc..) Anyhoo, you get the point..
