Speckle is caused by the laser bouncing off a surface that isn't perfectly flat, and is a fundamental consequence of the laser's coherence. The beam interferes with itself, creating light and dark regions that appear as speckle. It only takes a tiny imperfection in the surface to cause it. A flat piece of metal is still not flat enough; we're talking imperfections on the order of the wavelength of the light from the laser.
