High quality Polecube, High quality mirrors, High quality waveplate (Labmbda/2 plate), good stable mirrormounts, milling part, really good lasercollimation optics, Laserholders, and still good quality drivers, Telescobe optics, and the knowledge to build a red such this with a good stability and long lifetime.
Ahyes, the 250mW Opnext, they are likely the same as the 150mW Mitsubishi 640nm ... 4*1mm beam and 2mrad or so, so not really interesting beamquality. You should better choose the 150mW types if you want to have a good beam quality.
And yes, donīt forget the losses, each build has losses.
