I am pretty sure the QM was designed to put out just a bit less than 5 volts to protect lasers, but don't quote me... I been wrong before.

How are you measuring that 4.8 volts? Because the *only* way you will get an accurate reading is with an oscilloscope. The lasers are turned off during the frame refresh cycle. This is common with many controllers. Thus, if you measure the voltage with a multimeter, you're getting an average of some sort. Gotta hook up the scope to be sure.
You're thinking of the X-29 / Full Auto controller, Aaron. The QM-2000 should put out a full 5.0 volts. I've checked it on mine (with a 'scope) and verified this.
