My vote is for moderators. More than one too. On Mshop, what we have is an infraction system where mods can dish out points. One point for each infraction and each point is individually reset after 6 months. Once the user reaches 5 points, he or she is automatically banned. Also, since PL is growing we will surely experience spammers in the near future. These should be immediately banned. We also have a private "moderators only" fourm section where we can discuss certain problems and work out a compromise on how to deal with an issue or member.
Most importantly. Mods can ask to have a member edit their original post. (the best option) That way, we don't loose any members unless they are unwilling to comply with proper forum etiquette and courtesy.
All these features are built into Vbulletin and can be somewhat easily implimented.
This is just my opinion but this system works for us and we have 5,300 active members.
EDIT: A small list of forum rules would also be a good idea as it would prove their is no "side taking" or "picking on".

The problem with moderators (and especially with a private moderators forum) is exactly the one that Spec mentioned above:
I think that sort of thing could happen a lot faster if a private moderator forum existed.Say <a certain moderator> decides that he doesn't like (Insert Username Here) and send's PM's to everyone he knows requesting people utilize the infraction system.
How about setting a trigger on the "report post" function. Something like: "If a given user name has X number of posts reported as inappropriate, that user is automatically placed in Time Out until Spec has a chance to evaluate the situation." And if there is ever any evidence of abuse of the "report post" function, then Spec has the power to take away a users ability to use the "report post" function.
And if you wanted to guard against a runaway lynch mob, you could change the number of reported posts needed to activate the automatic trigger based on whatever criteria you wanted. (Something like a combination of post count, length of time on the forum, and a third multiplier denoting the member's commitment to the community.) You could also use this calculation to give more or less weight to a single user's submission when he or she clicks on the "report post" button.
Either way, you have to guard against two extremes: 1) a rogue moderator that decides he doesn't like someone, and 2) a lynch mob that decides they don't like a moderator.

I believe this forum has a more intelligent crowd than some of the other forums I frequent. Every other thread isn't a politics and religion debate.
I'm sure we could find someone level headed and neutral enough to be a mod. Unless no one wants the job, that's a different story.
Also, rules is rules.... If their are a set of rules in place and someone breaks them, a mod has the right to uphold the rules. Their cannot be any "picking on", "singling out" or "taking sides" if the rules are followed.
Your idea of post reporting is not bad but it may get overwhelming over time as the site grows.
FYI, on Mshop, we rarely ever ban anybody unless they completely refuse to comply, like what happened here the other day.I'd say 95% of the problems are solved with a PM from a moderator and a post edit. A more Andy Griffith, less gestapo approach.
I personally believe 3 or 4 nominated mods, along with Spec as head janitor, could keep PL in check with ease.

IMO, this forum may could use a few level headed, completely impartial, mods, but i think a mod forum is a bad idea.
My experience as a user --> mod --> admin on a couple of equally intelligent and member base sized forums; mod forum is a bad idea. It lends itself to infighting and conspiracy theory based attacks from the general membership toward the mods and admins with no real basis.

I'm surprised that we haven't been invaded by spamming retards pushing mobile phone offers and viagra etc.
I've seen it on a lot of other forums with less traffic than ours.
Having a few steady hands on the tiller can't be a bad thing (and from different time zones too to provide 24/7 cover).

It's not as bad as it sounds. The mod forum is not even seen by other members. No one would even know it's there.
Here's an example of how the mod forum comes in handy.
Mod 1: I read a post located here (Link) that sounds like it may be offensive.
Mod 2: Oh, yes X member also said the same thing in a post I seen yesterday (link)
Mod 3: All taken care of guys. I PMed X member yesterday and he and member Y are good friends and it was just a little joke.
You see, This allows other mods and admin know what has been taken care of and what needs to be addressed, that's all.
Not....
Mod1: I hate X member!
Mod2: Yeah, Me too!
Mod1: Lets ban him!Show of hands?
Mod3: I'm in!
Mod2: First we'll mess with member X then we'll ban him.
Mod1: Yeah, lets do that! This is our site now! HHAHAHAHAH!
