On the mod discussion, its my opinion that account management should be used to keep spammers out and most pretty much any thing else is a okay.
Once a thread starts taking a negative tone and personal attacks start to occur, its really out of the general spirit of all who come to any given forums to share ideas.
Any one who tends to bleat for the sake of hearing there own opinion dominate a thread generally tends to be lose respect of their peers, and their posts are skipped with preference being given to those who can present something more plesant to read.
