A 0.6W Fan @ 12V = 0.05A
You need to drop 3V, to run it at full speed, down from 15V to 12V.
R=3/0.05 = 60 Ohms (or as close as possible to)
Min Power of resistor needed=0.15W
Maplin sell a 62 Ohm, 0.6W resistor

Another trip to Maplin I think haha. At least once I have that I finally have every part of my scanner sorted and can be wired up inside the enclosure
