THIS is why we have rules and regulations! "Laser Torch?" REALLY? it is REALLY neccessary to sell a handheld "Laser Torch?" there is NO PRACTICAL purpose, WHAT SO EVER to have a product like this available to ANYONE without proper licensing! PERIOD!
cool factor is NOT a good excuse to sell something illegally. if i could sell these high powered pointers, i would be a very rich person right now.

That's not entirely correct... I have a green here with an IR filter that does over 200mW at only a hair over 700mA current draw.
I also had a green that would do a stable 380mW, with peaks as high as 475mW with barely over 1W (1.1A current draw) pump power.
These green crystals are getting more and more efficient. Either that or the diodes are getting better as far as center wavelengths and such go. Maybe better processes when creating them? Who knows.
