Strictly speaking, you are not violating his copyright by hotlinking the image (according to a case that amazon lost, since the image is still on his server you are in the clear in that sense), but it is generally considered bad form because Gentoo has to pay for the bandwith you are using (which can become quite expensive with the amount of traffic pl gets). To solve this problem it is common practice for people to set their web servers up to give a 'stop hotlinking my site' image when their images are hotlinked, as Gentoo has done.
It is essentially the same thing as a stranger coming in with a long extension cord and plugging into the 3-phase in your shop--sure he isn't physically steeling anything but I would sure be pissed...
In any case, it sounds like the tube is getting power (you mention that it has 300v on it), but the supply doesn't think it is. The only 2 reasons i can think of that would cause this are:
1. The sensing circuity for the capacitor bank is faulty, and is not sensing the voltege
2. The line voltage is slightly too low/high, and while you are getting close to the output voltage, it is not quite close enough to trigger the 'voltage ok' logic--which would also explain why it would fire up yesterday.
Do you have a variac you could use to give it exactly the correct voltage?
