    Hey Marc, i believe that's a called a glory hole. The one in your picture is at the Monticello Dam in California. According to information i've found, that particular one can drain over 14,440 cubic feet of water every second. Water that is drained through the hole is shot out at the bottom of the dam

    That pic of the MiG-29 "flying really low" is actually a Sukhoi Su-27 with the landing gear photoshopped out.. Here's a cool pic of a MiG flying really low:
