Safe with those numbers? NEVER!
Acceptable maybe.
With those numbers you are running shows with numbers probably over 100MPE this is definitely not safe.
But will it give you (noticeable!) eye damage? probably not because there are big safety factors build in the MPE and even when your show is over100MPE changes to your eye are probably not noticeable.
Now some people will say this is unacceptable taking the risk to have a change of changes to the eye, but compare it with audio.
If you go to a club with big sound system, will this damage your hearing? most probably it will. (ever noticed the beep in your ear after a night out? that ear damage) Will you get deaf or will it affect your daily life no.
Similar in your example,will there be change to the eye? possible. Will you get blind or will it affect your daily life? No.
But audience scanning a 1W after 5 meter is REALLY pushing the limits, and in my opinion unacceptable.
It also makes no sense to this, why shoot your beams in the audiance at this short distance, when it hits the audience you will not see the beams anymore, shooting the beam over there heads and further to the back of the venue into the audience will give you also a much nicer show.
