I am still working on my hardware, to get it up and running 30k Galvo, and plan to use Spaghetti

Lasershow Designer 2000 has a function to "underlay" a graphic file which you can then trace over to create an ild frame.

Izz Simples.

Animation is the same whether done via graphics, cartoons, film or laser shows.
One frame following another.
You just need to put the time in in creating each frame.

Luckily some programs will do a morph between 2 frames which is not really animation as such but can save a lot of time.
But it seems that what you are looking for is definately animation.

So get the chequebook out me laddo.

Need to know more about your 'system', first (some-of these would be very-complex graphics to project even for hi-speed galvos, so there will have to be some 'simplifcation'-done / concessions-made...):

What make (Manufacturer) and Model are your scanners, if-known? If not, what is your 'LASER' system (as a whole projector) - Make / Model?.... And are these destined for Full-Color or single Color (ie- Green-only); Lastly, how LARGE do these have to be projected (size of final projections-desired)...

Ok, look, I'm gonna go on a set of 'questionable assumptions' - you've got 'clone' 6800s, at-best, and analog-color control vs TTL is an even bigger ?-mark...

I am in 'graphics-production mode' today; building some animes for a Client and currently waitng for answers-back from them... So, I'll PM you some 'pricing' but can make no 'guarantees' about 'color-fidelity' nor 'low-flicker levels' - I'll have to 'simplify' at least the 2, quite a bit, and it will have to be what it will be, with so many 'unknown variables'...

Well, unless you have some other 'tech-specs sheet' that, ie, came with the units, I assume you know that "+/- 30" does not = 30K speed.. but that's a 'discussion for another time'... ...I'll go-forward based on my 'clone-assumption'...
