The more you give the more chances you get.. remember PL is big but the amount of people giving will surely not be all... and the amount of active people is also limited at times.
I think you should encourage the buying of more tickets, the more money the auction will bring up.

Maybe give it a couple of weeks with the one ticket limit to allow everyone to make a purchase, then allow a second ticket purchase after this time.
