What I don't get ia that paypall's meaning of locking that money for that long.

Rules like this should have been intended to protect the 'payer'
if the person doing the transaction says hes aware of the risks and he's fine with it: then paypall shouldn't interfere.
Or they should just simply send the money back and include a message:
our apologies we don't allow raffles or lottery's.

Then at least the money is usable.

At the moment I'm doing my homework.

i have already tried to argue with them
about the fact they have no right to hold gifted money
that not liable for a charge back but this does not seem to bother them
as they know the average mortal does not have the money to take it
to court
but this is why they bank in luxembourg so they can rip us off and get away
with it
just think how many accounts they hold the money on for 180 days
and how many millions a year they make in interest a year from doing this

unless your super rich of have a lot of clout in the eu,there is no point
in trying to fight it ,it simple the rule was broken so we will just
have to wait it out

There's no way anything can be done when they bank in luxembourg.
They should really close down the borders of that country untill they have their banking problems fixed
